English National Concessionary Travel Scheme

All councils are obliged to fulfil the requirements of the English National Concessionary Travel Scheme.

This provides travel to older persons and some disabled people who meet certain criteria.

The local authority reimburses bus companies for the area where a free bus pass was used. Any council can provide a service beyond that requirement. The council can only offer this benefit where it is responsible for payment. For example, it can offer this where journeys start within that area.

Disability +C bus passes are also available for people who can't travel alone. This allows the holder to travel with a companion free of charge.

Timings

For journeys starting in Hull, the pass can be used -

  • anytime Monday to Friday
  • anytime on weekends or Bank holidays

For journeys starting outside of Hull, the pass can be used -

  • from 9.30am Monday to Friday
  • anytime on weekends or Bank holidays

My Bus Pass Portal

The ‘My Bus Pass’ portal is the new way to apply for, or renew, English National Concessionary Travel Scheme (ENCTS) bus passes, such as those for older persons and those with disabilities, issued by Hull City Council.

The new and easy-to-follow digital service provides a faster response and ensures people receive their pass on time, usually within 5 working days.

The portal is available 24 hours a day, 7 days a week for you to apply for, or submit your renewal, and removes the need for making appointments or having to travel to a library for an in-person visit.

The current application process and customer service support will remain for those who need it, but will be complemented by the new digital offer to ensure greater choice.
