Providing free bus travel for care leavers

The Young Persons Freedom Pass is a scheme that enables care leavers to receive free bus travel in Hull and the East Riding.

Initially introduced in September 2024, the Young Persons Freedom Pass is an initiative between Hull City Council and East Riding of Yorkshire Council in partnership with the region’s bus operators, East Yorkshire Buses and Stagecoach East Midlands. It has been extended until March 2026 using Bus Service Improvement Plan funding from the Department for Transport.

During its original 6-month pilot, 187 young people signed up for the scheme and will now continue to benefit from the pass. Both authorities also continue to reach out to other young people leaving local authority care and residing in Hull and the East Riding who are eligible for the scheme to encourage further take-up.

The pass allows the holder to travel, free of charge, on local bus services operated by East Yorkshire Buses and Stagecoach East Midlands.

There are no time restrictions for using the pass. It is for travel to and from places of employment and further education, or can also be used for leisure purposes.

The pass can be used in both Hull and the East Riding, or for travel between the two areas.
